Who is the course designed for?
This unit involves the skills and knowledge required to ensure the safety of transport activities.
It includes identifying features and applying chain of responsibility obligation in the Heavy Vehicle National Law (HVNL) or applicable state/territory law and regulations. It also includes identifying and reporting chain of responsibility risks.
This course is designed for participants already working in the transport and logistics industry.
Job roles and titles vary across different sectors. Possible job titles relevant to this unit of competency, include but are not limited to:
- administration worker
- equipment worker
- freight handler
- intermodal terminal worker
- loader and/or unloader of a heavy vehicle
- loading manager for any goods in a heavy vehicle
- logistics worker
- mobile crane worker
- picker and packer worker
- receival and despatch worker
- scheduler

01. What does the course offer?
The program has been organised to provide students with general skills, background information and specific knowledge about safe methods to load and unload goods and cargo, which is then applied in discussion, questioning, role-plays and practical application for the industry specific unit.
The program is delivered ‘on-the-job’ at the client’s premises. Training delivery combines face-to-face trainer led theory classes and practical sessions. In most cases there will be no more than 8 students in any class.
Students are provided with all required course material including a training manual that covers all parts of the course. Additional material will be made available during training sessions if required.

COURSE OUTLINE
- Transport activities and parties in the chain of responsibility are identified
- Principle of shared responsibility obligations within chain of responsibility in the HVNL or applicable state/territory law and regulations are identified
- Primary duty of each party in the chain of responsibility as outlined in the HVNL or applicable state/territory law and regulations are explained
- So far as is reasonably practicable or reasonable steps, compliance with chain of responsibility as outlined in the HVNL or applicable state/territory law and regulations are explained
- Breaches and penalties for failure to comply with chain of responsibility as identified in the HVNL or applicable state/territory law and regulations are explained
- Apply chain of responsibility obligations in the HVNL or applicable state/territory law and regulations
- Workplace policies, procedures and/or other documents relevant to transport activities as they apply to own job function are identified and explained
- Methods and requirements to facilitate and ensure management of speed and fatigue are explained in accordance with job functions and workplace procedures
- Methods to assess vehicle dimension and mass limits are explained in accordance with job functions and workplace procedures
- Methods to ensure loads are secured are explained in accordance with job functions and workplace procedures
- Heavy vehicles safety standards are identified in accordance with job functions and workplace procedures
- Transport activities hazards and risks are identified and assessed with control measures implemented and reported in accordance with job functions and workplace procedures
- Workplace procedures and industry practices for reporting transport activities risks are identified and followed
- Workplace documents relating to chain of responsibility are completed and processed to workplace requirements
